India Moves Forward with Plans to Ban All Online Gambling
India has taken a significant step towards banning all forms of online gambling with the approval of a bill that seeks to outlaw real-money games, fantasy sports, poker, and skill-based gambling products. The bill, which has already passed through both the Lower and Upper Houses of Parliament, is now awaiting the President’s signature to become law.
The government’s intention behind the Promotion and Regulation of Online Gaming Bill 2025 is to curb gambling-related issues, with the belief that a complete ban will eliminate gambling activities in the country. However, critics argue that such a sweeping ban may have unintended consequences, as it fails to address the underlying issues of gambling addiction and regulation.
Challenges and Criticism of the Proposed Ban
While India’s gambling industry is largely unregulated, certain verticals, like fantasy sports and skill games (such as poker and rummy), have been operating at a high standard of customer service. Industry experts warn that a ban could push players toward offshore platforms, where consumer protection standards are often lacking.
Millions of Indians are already believed to be participating in offshore gambling markets, and the closure of local, regulated platforms could amplify this issue. Moreover, players may continue to seek alternatives, despite the threat of fines or imprisonment.
The Potential Impact of a Ban
The bill also aims to ban all forms of promotional activities and advertising associated with gambling. IT Minister Ashwini Vaishnaw has expressed support for the bill, citing the government’s duty to act against social evils. However, global experience suggests that such overreaching measures may not effectively curb gambling; in many countries, banning gambling has led to a rise in unregulated markets, where players face more risks, including fraud and addiction.
